General
General - all four licensing objectives.. OPERATING SCHEDULE 93 Old Christchurch Road Bournemouth BH1 1EP. The premises are a convenience store with the facility for customers to purchase alcohol for consumption off the premises. The following Conditions, as approved by other Police Forces, are deemed necessary to meet the four Licensing Objectives.. 1. The Premises Licence holder shall ensure that a system is in place, and is followed, such that no alcohol is sold or supplied to any person who appears to be under the age of 25 unless that person hands over for examination an acceptable and credible means of identification and proof of age; namely a passport, photo driving licence or PASS accredited photo ID. No alcohol to be sold or supplied to or for any person failing such a test. Further any person selling or supplying alcohol shall use his / her best endeavours to ensure that same is not for the consumption of someone outside the Premises who appears under the age of 25.. 2. No beers, ciders or lagers of 6.5 % ABV or over shall be sold or supplied unless in a manufacturer?s pack of 4 or more.. 3. No single or any number of loose cans of any alcoholic beverage to be sold to a person as a single or series or transactions involving that person or someone with him / her. No wine, whether still or sparkling in a quantity of 200 ml or less and no single shot drinks or spirits 25/50 ml to be sold or supplied. No alcohol shall be added to any product sold on the Premises such as Polar Slush.. 4. Any cans of beer, cider or lager or any pre-mixed drinks must be sold as manufacturer?s multipacks with a minimum of 4 per pack.. 5. The Premises shall have sufficient cameras located within the Premises to cover all public areas including the entrance and exit.. 6. The CCTV system must be operating at all times whilst the Premises are being used for licensable activity. All equipment shall have a constant and accurate time and date generation. The recording system will be able to capture a minimum of 4 frames per second and all recorded footage must be securely retained for a minimum of 31 days. Records must be made on a weekly basis and kept for inspection to show that the system is functioning correctly and that data is being securely retained. The DPS or premises manager must be able to demonstrate that the CCTV system has measures to prevent recordings being tampered with,i.e. password protected. There shall be sufficient members of trained staff at the Premises during operating hours to be able to provide viewable copies immediately to police on request when investigating allegations of offences or criminal activity. Any images recovered must be in a format that can be viewed on readily available equipment without the need for specialist software. In the event of a technical failure of the CCTV equipment the Premises Licence holder / DPS MUST report the failure to the Police Licensing Unit within 24 hours, and arrangements made to repair the fault without delay. A competent trained person in the use of and operation of the CCTV must be in attendance at the Premises at all times that licensable activities take place and there must be a person present, either the DPS or person nominated by him, who is able fully to operate the CCTV system, and able to download at the time of a visit onto a CD/DVD/USB stick or digitally send any information lawfully requested by an Responsible Authority.. 7. An incident book will be kept and maintained at the Premises. It will remain on the Premises at all times and will be available to police for inspection on request. Any incidents that include physical altercation or disorder, physical ejection, injury, ID misuse or seizure or drug nuisance will be recorded in the incident book. The entry is to include an account of the incident and the identity of all person(s) involved (or descriptions if identity is not known). Should there be any physical interaction by members of staff and the public, the entry will include what physical action occurred between each party. The entry shall be timed, dated and signed by the author. If the member of staff creating the entry has difficulties reading or writing then the entry may be written by another staff member. This should however be read back to the person creating the entry and countersigned by the person who wrote the entry. At the close of business on each day the incident book will be checked by the DPS (or person deputed by him) where any entries will be reviewed and signed. If incidents have occurred the DPS will debrief staff involved at close of business. Should there be no incidents then this will also be recorded in the incident book at close of business. This record will be retained for 12 months.. 8. No item shall be on display that encourages or promotes the use of taking drugs or psychoactive substances.
